Approval of plans.
No plans for construction of new facilities or for expansion of existing facilities will be approved unless such plans include all control measures necessary to ensure that the proposed daytime and nighttime average sound levels do not exceed the specific standards and are consistent with the general standards and best management practices have been utilized for the mitigation of noise disturbances.
